How about aero bars? Rkad offer more options for overall hand positions and most importantly one can stretch out and indeed get out of the wind. Riding in a group you can take turns on the front.

If during a test ride, rider feels cramped, like bars are too close and the front axle is seen in front of the bars like in the picture abovestem is definitely too short.
